Project Management Software Suggestion

I need a recommendation for project management software that will also let me do basic billing. Nothing complicated, simple to use, small graphic design firm.

I have heard good things about http://www.basecamphq.com/#/ but I have no personal experience with it.

I checked out BaseCamp but that seems to be a web based project management system and there seems to be no billing option. I need something that I can do on my local computer. Some software I could buy and install.

If your experienced enough with the Office suite I am sure you can make Excel and Access do what you want to do. You could use Excel to do billing and keep track of your expenses. Than you could set up databases with access to keep track of tasks or jobs with who is working on that task or job. I don't know the extent to what you want to other than billing so this may be a good option especially if its a small firm.
