I am assuming you are speaking of free image editing programs. One of the most common out there is gimp:
http://www.gimp.org
There is a site full of tutorials on Gimp:
http://www.gimptalk.org

Starting off, I suggest looking at people's tutorials and following them until you are comfortable with the program you are using then take a look at things people made and try to do something similar. It takes time to get these things down.

hi.there is not any obligation that if you don't use a guide book, you'll never learn Photoshop...I learned Photoshop by myself and now I know alot about it...I think if you learn it by yourself...it is more challenging...and it remains better in your mind!!
of Course it is just my point if view!
this is a site you can find books free for download:
http://www.flazx.com
good luck :~)

i recommend following a video series called pixel perfect by bert monroy, its hosted by revision 3 and he goes over creating things from scratch which is the best way to learn how all of the objects work.

Best of luck, you can also try the demo of photoshop
