The transparency and crap is done with Style XP, which I don't actually recomment anyone run unless you can really protect your registry and assorted other directories...it has been known to do some nasty things on occasion...I belive sloth and someone else had a thread going about better alternatives.
The clock is just a little app called LClock...it's what the Lonhorn clock was supposed to look like, back when it was called Longhorn.
