Yup it is fedora! :) Version 11. I just love the fact you can create different "Activities" in KDE 4. Helps create different desktops depending on what you want to use them for (the one I posted is for web browsing).
The taskbar looks different because I removed the default TaskManager plasmoid and replaced it with the STask plasmoid.

@eric.price Yes it is the latest release of fedora. Have you tried the fedora forums? I didn't have much of a problem. Fedora 11 uses the ext4 file system by default. I'm guessing the installer isn't accepting your partitions on your hard drive because they are in the ext3 format. Thats the only reason I can think of assuming there's no problem with your hard drive. :)

Is there not a separate choice? I know Ubuntu lets you pick from numerous ones, including ext4 and ext3.

You can use a custom partition layout with Fedora.

I got a new laptop for college, and I chose to go back to an old favorite for background.

Yes there is. You have to select "Create custom layout" during partitioning to choose the type of file system you want. In fact, the /boot partition still uses the ext3 file system. I believe thats because GRUB doesn't support ext4.

EDIT:
My 6 activities - why I like KDE so much :)

Also, I replaced the default KDE menu with Lancelot.

your doing it wrong.

laptops for college have 1 job : sitting around in dorm room open with itunes covering 1/2 open on the screen with a really nice playlist set up of the most girl fabulous top 40 hits , and then the background having something cool, either regarding the school or a good band. anything else is just a waste of a laptop and/or college.
