Moved and merged. This is more of a web dev question.
Based on what you are saying I think Flash will be easiest, it is made for GUI and Animation stuff, so you won't have any trouble, then a few events and a little AS2 and everything will be in business.

Actionscript 2 - the language of flash. I agree with Beta that flash is much more intuitive and powerful for most graphical uses.

Actionscript version 2. It is the programming language that Flash 8 allows you to add to your flash files.

Flash is client-side. Your server simply needs to be able to host web pages. I think Flash has a development environment, although I'm not sure how much coding you would have to do. I would recommend picking it up if you plan on doing similar projects in the future. One of my roommates is a Flash developer and he makes some really awesome stuff.

if you're doing it online I have no idea why you're even thinking about java to be honest.... Use JQuery/ Javascript or another language like it... it will make things much easier on yourself... now if you were doing it in a desktop environment that would be a completely different story...

You can use Flash and it is great for animations and user interactions. The flash environment makes programming easy but it is really expensive to get Flash CS4.
If you can't get CS4, you can use Java and swing frameworks to make the program. It isn't quite as easy though and you might have better luck using Javascript and server side processing.
