what progarmming language should be used for developing a management information system?
is asp.net suitable for it?

If it's web based, yes, ASP.NET is a very compotent solution for this.

However, choice of language is completely up to you, PHP would also be another potential application for creating this system - It's 100% personal preference. If you're proficient with the .NET Framework (or even classic ASP, I guess?) then go with ASP.NET, if you're looking for a new language to learn - I would suggest PHP. It's learning curve is not at all steep and database (MySQL) almost feels integrated with the language once you use it enough :)
