I looked through a Keyword density meter and found some of these words: Link.
You need to increase the amount of words like Internet and web design and development, so you can get a positive response.

Use the AdWords keyword research tool to find less competitive keywords that match what you do.
Then focus locally at first. Create SEVERAL Ad Groups each with just 3-5 keywords each.
Create an Ad Group called "web design" then for the keywords have things like "[your city] web design", "[your city] web designer", "[your city] web designers", "web designer", "web design", but set your targeting up so it only targets your area.
You're going to end up paying $5.00+/click if you try to target generic keywords on a national/global geo target.
The problem with using broad match keywords like that is all someone has to do is type in "horse websites" and now it triggered your ad because you bid on "websites".
Paperclipmuffin is on the right track, but you'll have to get even more targeted to make this campaign successful.
I've managed over $1 million in AdWords campaigns this year alone so please take my advice for what it's worth
