Pixel Perfect Hit Test In ActionScript 3

While looking for a pixel perfect hit test function for use with Actionscript 3, I found this code. It works perfectly fine and I understand most of the code, however I have a few questions about how it works.

1) Why are the Matrix's needed & why use a concatenatedMatrix ?
2) Why are the translations required when drawing to the bitmap ?
3) Why is an offset needed when calculating the intersection ?
4) What effect, if any, would changing the tolerance have ?
