This tutorial is made adobe cs3 photoshop.It should work the same in cs4

Step 1
Make a new Canvas 400x 400 px


Step 2
Select the gradient tool and select a color (i'm using blue)

Step 3
Draw the Gradient.

Step 4
Select Filters > distort > ocean ripple.
Increase the magnitude slightly





Step 5
Now select Filters > Artistic > Spronge

Play around with the options to you get it like you want it.
