Ok so I finally foundout that the piece of software that has been lacking from my arsenal is a Splitter.
What a Splitter does is allow you to hack out parts of clips from a larger video file.
So if you had a larger AVI of say starwars you could make a clip of just the lightsaber duel
( and yes this is for my own use with music and movies that I have purchased, I want to make soem AMV's (anime music video) for the scifi/Anime conventions that I go to that have a AMV Compitition )
So now that I know what the software app is anyone know of a good one (personal experience please I can read the marketing BS on the web)

i don't really know of anything good out there thats free, i use the premiere studio software that came with my capture card. it's kool though cause it also exports the edited video to dvd video files so you can do a quick burn later. it's pretty badass.

I know lots of people reccommend http://www.virtualdub.org/ for making AMVs
