Linking strategy

Hi all.
I have just started trying to optimize and link a website. I have looked at the linking strategy of a similar site who ranks #1 with google which has about 200-300 inbound links to it. They should be reciprocal but no such links appear on the site (no hidden text etc). Does anyone have any suggestions as to how I can emulate this? It would be VERY appreciated ;)
