Need some advice on what i can do to improve the traffic to my site the users

(the page rank value is 0 from 10 possible points)

its been open a bit now got 3 thousand users

i think i have around 500 users a hour going to my site
( my host said 250 diffrent ips every 10 mins )

but dont seem to be going any were ...
i do things to make the trafic high ( i frames from other things )
thats why i have 250 diffrent users / ip

the site dont seem to be going any were i am about to make a new template for it tho so maybe that will boost it ..
