Is there any way that you can access your harddrive from a different computer with the IP address. And I know there are programs and websites that enable you to do this but those kinds of things are blocked at my school.

I'm sure there are ways to do that, but that is a touchy topic.
Here's why. Lets say you have all the best intentions and this is really what you are shooting to do. If someone here were to provide you a solution to your problem, then you and anyone else who looks at this thread now has the knowledge of how to access anyone's hard drive if you have their IP address.
I'm sorry but you are on your own with this one. This is something that can very easily be used for the wrong reasons.

The OS must hosts a service offering communications over the network to access the file system. You can't jump from networking right to data storage. It just doesn't work that way.
