I never paid any attention to this ...and I keep seeing people that are Experts in C PHP etc.

Be and expert in one/some of the languages that have their own forums, and answer questions (correctly) daily, and eventually, you might end up an expert.
One thing I've noted, and I don't believe is fair, is that after you become an expert, you can change your expert field to anything you want. Therefore, if you're an expert in one of the 'qualified' languages, you can be an expert in any number of languages, even ones you don't answer questions for.
I don't know any of the listed languages, except Ruby to some extent. I do, however, know Clojure, and Haskell (however rusty I may be in Haskell), but I can't ever become an 'expert' in one of those languages, because I would have to be an expert in one of the other languages first. Flawed system. :\

nope, the Expert in field cannot be edited by Experts, only mods/Admins can do it for you...so Experts cannot write anything they want in it
