U of Cal Berkeley is pretty good. Of course MIT and Stanford are the best but if you're looking for just a state college, then check out Texas or Illinois.

i would love to be in stanford or mit but getting admitted into one of them is very tough and plus i being an international student, it gets more tougher for me.
the college i am looking for need not be a state college but a good one with a good ranking as i would be investing a lot so i want the best.

Being from the Southeast U.S., I know the most about the schools in my area. A few schools that I would look into if I were you are the University of Florida, University of North Carolina, Georgia Institute of Technology, and North Carolina State University.

Best is relative. You are going to have to look at those ratings shown and look at the school's required curriculum for the degree and decide what fits you best. Once you find a few with good curriculum you need to consider location and resources that the university has.

In some cases you'll have a better time getting into a computer science program at an Ivy League school than some of the other non-Ivy computer science schools. For example, MIT, Stanford, and Carnegie Mellon are the hands down best Universities in the world for computer science, so admission to their respective CS colleges (EECS at MIT, SCS at CMU, etc) are much more difficult than getting admitted to those colleges for other majors, which is ridiculously difficult to begin with.

However, there are other Universities out there where you have a very good chance of being admitted. I'm an undergraduate student at the University of Michigan, which is consistently ranked as one of the top 5 public schools in the world and the engineering program is one of the best. Admission is extremely selective, but it isn't nearly as much of a gamble as applying to the Ivys or the "New Ivies" (the other schools mentioned above), where perfectly qualified applicants get turned away because there simply aren't enough seats in a classroom for them.

The Illinois at Urbana-Champaign, Michigan-Ann Arbor, Wisconsin-Madison, and California-Berkeley are all public schools that are often higher ranked than all or most of the Ivys in Computer Science/Engineering (Princeton being the most notable exception). Cal isn't just better than an Ivy, it generally rounds out the top four CS schools (MIT, Stanford, CMU, Cal).
