htaccess file not working

Hi everybody,
I'm trying to block access to a few directories (recursively) on my Apache server. In the top level of these directories, I have an .htacess file with this content:

order allow,deny
deny from all

I've changed AllowOverride in httpd.conf to All and restarted my server, but the .htaccess file doesn't seem to be going into effect. Whenever I try to access the root directory, any subdirectories, or any of its children, I still can, directly off the browser bar.

Does anyone know what I'm missing to block this from happening? If someone could clarify this for me, please, I'd really appreciate it.

EDIT: It might have something to do with my requirements as well. I want to put one .htaccess file in the root directory, and block only certain directories and files within it. (I wanted to make sure that was clear, I hope it wasn't redundant).

Try changing

order allow,deny
deny from all

to

order deny,allow
deny from all

Might not have that type of permission to edit root permissions. E-mail the administrator of the server unless you are it and have them push it through.
