I have a blog. how do I increase traffic and get people to come it more often? It is just a small blog homepage. Maybe someone can look at the website, and tell me what to do.

You can advertise by putting the website in your info. That would be a start.
But don't abuse the advertising.

Since you have a blog joining some traffic exchanges would be a good start:
http://www.blogexplosion.com
http://www.blogazoo.com
This way you'll be getting pretty much guarnteed traffic to your site, it'll take some effort on your part but if you want results you'll have to put some time into it one way or the other. Using the traffic exchanges will increase your site's visibility to other bloggers. Of course it's up to each visitor weather or not they come back again so you'll need to keep content fresh and intresting.
Possibly offer something to entice the visitors to come back. I noticed from the quick look I took at your site that you have a book review...that may be something to expand on...do reviews of current books you've read on a regualr basis. I noticed you eventally want to go to medical school, possibly post advice about things you've learned about getting into a specific school or useful studying tips.
The topic posiblities are endless. If you have a passion for something and you write well about it people will eventually take notice. If your site has a purpose then your visitors have a reason to go see it--there's your traffic!
The other great way to get people to your site is fairly simple...visit theirs and let them know you stopped by! By leaving relavant comments on other bloggers posts I can almost guarntee that they will stop by your site. Make sure your comment isn't along the lines of "Hey check out my site" because that's just tacky and people usually won't even bother to look if they see that.
Start a blog roll and add sites you like. Don't wait for people to ask to be added, if you like a site put the link up there. Quite a few of the regualr visitors to my blog are sites that I linked to and they eventually found me and some even added me back!
Those are just some very basic suggestions...I could go on all day but hopefully this gives you a starting point

You can put your website on the resource page under member sites for free. Otherwise advertising generally costs. I would recommend getting your website listed on places like this, but I also think AdWords is a pretty kickass tool.

Forums generally have an option for "my website," "my homepage," et cetera as part of your user profile; you can also legitimately list it there. For example, at dream.in.code, you can access a person's listed website by clicking the "WWW" buttom found under a person's posts or by clicking their name to access their profile. Of course, this is assuming they've specified a website URL. Provided you're an active user, you can usually get away with putting a link in your signature at various forums; otherwise it might be considered spamming. Keep in mind that some forums have a policy against doing so altogether though.
If you use instant messengers or are a part of other online groups, they usually also have similar features through which you can list your personal website. If you send a lot of personal email, you can make your URL your signature as well.
