This is the beeper on the motherboard making those sounds. You should take a look at your motherboard guide - a specific consecutivity of these beeps means that there is something wrong with the system.
What is the manufacturer/model of the mainboard?

Well once again, what is the manufacturer/model of the mainboard? Chances are there is a guide online.
Is it a brand PC (Dell, HP etc.) or one assembled by yourself? If it is an assembled one, open the case and look for specific descriptive labels on the board to find the model.

When you open your case there will be a model number, should be in white print & fairly close to the CPU.
The beep codes are going to be specific to the make & model motherboard. Basically a main component has died. Video, Memory, something isn't passing POST.

I'm TriggaMike, not just anybody.
OT: as have been stated something is wrong and you aren't passing POST. Likely if you were smart and grounded yourself somehow when you were tinkering you bumped your Ram, Video Card, or other essential piece so the contacts aren't touching, so you can't startup until you fix those problems. Worse case scenario you fried your motherboard because you didn't ground yourself.

(i am extremely low on money right now, and what money i DO have is going towards a REALLY nice computer. it is a 2000 dollar comp, so i am going to have a little ways to go to be able to get it)

RAID? No. To boot multiple hard drives you need a boot loader.

There is no cost. You just need to install one. Like on your Slackware topic... it's called Grub.

You don't need a ground strap to stay grounded. Just touch your metal case before touching any components. You're welcome. you can mail me the 7 bucks you would have spent on one.
