1.
if there is a website which has a domain name registered and the building of the website would take a while with content for all the pages, in the mean time would it be a good idea to let google atleast know that this website exists by adding url to google and probably add a link in dmoz directory or others or is it best to leave it as it is and once the website is ready with the content should the process of off page seo begin

2.
does the order of writting the header tags matter from a seo point of view, obviously the first heading should be h1 but the heading that come after that does the order really matter for example if the layout has 2 columns and in each column there are heading of different importance then does the order of the header tags matter in terms of
h1 upto h6 in the descending order or does this really not have any effect and the order can be written any way the developer wants

dont post your websites link to any other webpage and into the google untill the site is not completed ..as google treat this as broken link..also not to submit the url into google though it takes time but let you complete your site first...
yes header tags really plays an important role in onpage optimization of the website..but they mostly focus on h1 and h2 header tags..they believes that the search engines believes the the content enclosed in the h1 tag as your primary keyword and the h2 tag as the secondary keywords .....so keep this thing in your mind and put the most important k/w in the h1 tag and the second most at the h2 tag....

With respect to <h1>, <h2> and so on, you want to structure your website so that <h1> mentions something that is most important, <h2> less so, etc. And always try to put keywords in your website into your heading tags. So if you are writing a website about cars, you want "cars" in your <h1>, GM in <h2> Chevrolet in <h3> and Impala in <h4>, with each of these creating a hierarchy. Search engines really like this.

Another thing to be aware of is the names you give your photos as well as their <alt> tags. If your photos on your website are all titled "IMG009024.JPG" and the like, Google won't find them very well even if you have an <alt> tag. But remember spaces in names are bad, too.

So instead of just using what your camera called the image, give it a name: 57_Chevy_Impala.jpg and an <alt="1957 green Chevrolet Impala, showing the shape of the fins">.

This will give search engines a lot to go on.

Additionally, make sure your code is W3C compliant. Check it in the Validator and make sure you don't have any errors. the more errors in a website, the lower its ranking will be.
