Website to send commands to server and execute

I hope this is the right place to ask.

I want to create a simple intranet site over my home LAN. I would just like to have a main page with a list of programs / commands, and when one is selected, will make the server-side launch either the .exe, .bat, etc.What would be the simplest way of achieving this? Thanks
