Most people use a framework called "Rails" to help make websites using Ruby. You can find many tutorials online about Ruby on Rails and how to go about designing websites with it. One great book you can check out is called "Programming Ruby" aka "the pick axe book" because it has a pick axe tool on the cover. It is by The Pragmatic Programmer series and is very good in teaching ruby and also how to use it on rails.

But again, there are lots of sites that show you how to build on the web with Rails and how to setup Rails.
