Ok, i have Photoshop CS8 (not that it may matter for my question)
But i was following a tutorial on creating a graphic, and it worked fine etc, but then i went to save it, and a saving option of "Jpeg" wasn't there, is there certain things that was stopping me from saving it as a .jpeg?

Thats what i'm saying, there wasn't one, there was the photoshop files, and .GIF and .TIF, i saved it as a .GIF, still has same quality. I didn't know why it didn't show that option if .jpg/.jpeg

Not sure in that particular version, I have version 7. But you could use the Save for Web feature and set it to save as a JPEG. This actually works better for JPEG, since you have much more control of the final file size and quality.
Also, could be that your file had layers and JPEGs' do not have the ability to handle layers. So therefore, the option to save as a JPEG would not be available to you.
If it is in layers, just flatten the image and see if the JPEG option shows up in the Save dialog.

File => Save for web... => .. in the window that pops up you'll get options on the right hand side... select JPEG in the drop down list.

if you are using save as... (ctrl + shift + s)
and you have layers, you may need to check the box "save as a copy"
anyway, save as for web (ctrl + shift + alt + s) is great and is the preferred way of saving final images especially for web use... caution, the hotkeys make your left hand play twister.
