Yeah it has been out of development for a while, but its what I used to get started. It is definetly not good for long term development.
Also there is a download for code::blocks that comes with MingW.

Programmmer's Notepad, Notepad++, SciTE, ConText -- All of which are text editors with syntax highlighting and other features that let you sort of "Roll your own IDE".
I like Programmer's Notepad because it has a Python scripting language and pretty advanced regex search and replace.
I have my editor integrated with a number of compilers such as Visual Studio's compilers, MinGW, Borland 5.5, and Pelles C. I also have it integrated with Doxygen, Artistic Style, and SVN -- so I have really kind of rolled my own IDE that lets me use multiple compilers.

That is odd.. I use it on two installations of win7 64 bit and have never had a problem...

for Visual C++ I've found Murach's C++ 2008 ISBN 978-1-890774-54-7 which so far seems pretty good.
There are a number of Sams books on C++ which aren't very good and most of the examples they use won't compile. My recommendation is not to even bother with them.
