WixEdit is a pretty good program for making setup files. It will require a basic knowledge of Windows Installer XML (WIX) however.

Platform independent will not be that easy...

.Net is written for Windows Only...(although i have heard about people deploying/installing it on mac)

For Windows:
-You can use a Setup and Deployment Project,
-or you can use Click Once to deploy you project..

I recommend you read up on both as they are different to each other.

There are other 3rd party applications that you can use aswell...

You would need to tell us how you deployed your application before we can tell you how to get your database to deploy with the application.

It happened me once when i created c# translator application that also had data in MS Access .mdb format. When I deployed the application the data file was not included. It's because when you add a folder in solution explorer and add your files to it, some of the files cannot be included in your project. That's why
during your Project Deployment click on Appliction Files button and choose which files to include. Some of them are automatically included and some of them are excluded. Then publish your Applcation and it SHOULD WORK as IT WORKS FOR ME.
