help with java air traffic control

I need help with java code for creating an air traffic control siumulator. It's an activity in Java How to Program Edition 8. I'm lost and am not sure where to start or where to look for help. Any help would be appreciated.

this is something my teacher talked about in class one day. That people dont know where to start when it comes to writing a program. they dont ask for code just for where to start.

you should start by drawing out the problem on paper first. try to get a visual of what is happening. after that try and figure out what kind of data structure would be best solve the problem. I would suggest using a linked list functioning as a priority queue.
