We are a team of volunters around the world creating a new 5X space, turn based stratergy game. We have a GDD already, some first class graphics, XML files, and one programmer already. We need another programmer familiar with C++ but have no idea where to look for one! We usually have conferences every weekend to discuss ideas and have our own forum.
If anyone is interested or has suggestions please let me know.

yes dear i have much more than basic knowledge of c and c++ knowledge and also interested in making games too.
it will be so gladfull for me if i join such a group of volunteers full of enthusiams and confident.
please tell me more about your group plans andd how you are proceeding your thoughts specially your programmer.

Additionally they would need to be familar with XML files, as this is a major part of the game, to allow it to be easily moddable, so that people can create Star Trek or Star Wars versions, or anything they fancy!
We have 3 first class artists who have probaly got more than 30 years of experience between them, and several of us have previously (and currently) created Mods for other games.

(Aside to OP and mods: Call me crazy, but I would think that requests for unpaid assistance with projects belong in "Share Your Project", while "Post a Job" should be restricted to actual paying jobs.)
