Yes. We do have a Mobile Development Tutorials Section, which has tutorials on iPhone, Android, and Java ME development.

I would recommend starting with J2ME. (Java 2 Mobile Edition)
it runs on most regular cell phones (not iphone unless its jailbroken and has the runtimes installed.)

I would recommend using Eclipse Pulsar found at :-

as your IDE.

simply typing in google will give you a host of J2ME example code.

I would also recommend buying a good book on the subject from Amazon.
J2ME in a nutshell is pretty good for a reference book once you get past the early stages.
