Am a kenyan student of telecommunications Engineering who wishes to complete a mobile application that will enable working class kenyans control the goings on at their residences while at work.For example,since power outages are very normal in kenya,a citizen might want to avoid the risk of power surges while away by switching off all electrical appliances whenever there's an outage until it's safe to switch the gadgets on.The programming bit of it however,seems to be giving me a lot of headache.Any help with this will be highly appreciated.Am intending to use J2ME.

This seems like something more for a language that can access more low leveled information like system devices; such as C# or C++.
Either way this is a very complex project and you may want to break it into smaller bits.
