I am doing an application that requires image manipulation. Is there any suggestions of which library i can use or website i can refer to that has relation to windows phone 7. Thanks.

If we want to develop a mobile application that contains image manipulation which developing program and language can we use? and is it possible to do it with windows phone developer tool? if yes what are the requirements and software needed to do so.

That would depend on what manipulations you are wanting to do.

its like filtering a photo or changing in colors of every pixel or others

You can do these manipulations, but there are no built-in capabilities for that. All filters and alterations will have to be done by either using a third-party library, or by directly manipulating the image stream on your own.
Since you plan on developing for Windows Phone, to answer your question - you could use either C# or VB.NET (and even F#) to build the toolset you need.
