I am a microfinance executive and am trying to get a mobile banking platform going. I want to learn about the programming in mobile banking. Does anyone know what programming language mobile banking is most commonly written in? Java, C++, etc?

Android, which is a Java platform, and Objective-C for the iPhone tend to be the most popular. You could also use the Windows Mobile platform, or Java ME, but Java ME is old and has a very small market share.
