âãÏÓ not displaying in VB.net

I was hoping someone could help me with this. I am downloading a .PDF file in my VB.net project and the return string has "âãÏÓ" and a few other special characters in it but they are being replaced as squares aka vblf. The characters are returned in an earlier project in VB6 but doesnt seem to be working in this project. Help! Please advise

You could get the key values for the letters, and then add them like that...
