I am not sure why you are referencing a programming language and hardware. They really have nothing to do with each other. It depends on what OS you are going to run. Are you going to create your own OS?

For low-level OS design and touch-screen, I would suggest C or Assembly, as they are close to the hardware level. VB.NET is (I'm pretty sure) a managed language like Java, so I wouldn't advocate for that on this project.
Now if you have the device with the OS and touch-screen capabilities, then the platform you use to write an app for the phone shouldn't need to worry about low-level specifics for touch-screen interaction. If the proper drivers are installed, then normal GUI programming should be sufficient.

More like Assembly for the OS and low-level stuff. C# is a managed language, so is unsuitable for such a task like Java. Now if you have written the low-level stuff, no reason C# couldn't be used.

well,
I think VB.NET is a good gateway language to get programming concepts down so that you could move to something like C, but if you want to make phones and get into hardware development, I don't think there's anyway to get around learning a language like C/C++ or ASM. You can get kits for less than $50 american that can teach you about hardware(maybe even something with a touchscreen on it for that cheap). Do learn VB, might prove useful if you plan on putting a windows OS on your phones, but don't think that you can't know C, unless you just want to be project management

I just want to make this clear...we are a software development forum. This is not a hardware question and answer forum. I think it's safe to say that nobody here knows how to build a mobile device. We are software developers...not engineers.
Also, why are you asking us how to build a device? YOU want to do this, correct? I would suggest YOU learn what you are doing or PAY somebody to do it for you. Nobody is going to be able to build you a mobile device over an internet forum. Especially not a software development forum.

ok listen here...first of all i dont want anybody to build if for me i can do it myself i just neede information, to know if i was using the right program for my device...and i can learn c by myself by looking at youtube.com...and i was just asking if anybody wanted to join up with me over microsoft visual team so they can help me... oh wait and 1 more thing

If you are working on hardware issues, one of the forums in the Computers and Games category to get help, as the Mobile Development forum is intended for developing mobile apps using technologies like Android, Java ME, Windows Mobile, etc. If you are looking to showcase your project or collaborate with others in a non-help manner, the Share Your Project forum is more appropriate.
I believe eclipsed4utoo's point was that we are happy to help you debug, bounce ideas off of, etc., we are happy to help. However, you need to be the driving force in showing and directing your efforts.
Also, please keep all work via the forums so that everyone can benefit.

I recommend learnig C and C++ (very well) because its the most suitable for platform oriented software development.
