First bit, start over. If you're not spending 3+ hours on a design you didn't put much real thought into it and need to.
Start on paper, get ideas down and work from there, look into CSS galleries and learn good design trends and build based off of them (not copying mind you.)
Right now it looks like you just slapped something on a dreamweaver template and got it done in under an hour so realistically if I were to review it I'd only be hammering a half-baked effort.

The yellow's annoying.
Old English font is lame and doesn't look well for what ever "theme" this is.
The "reflections" have multiple issues:
1. They are out of place with the rest of the header (middle part) not having a reflection.
2. A reflection is not just the image flipped and turned down opacity. You know you need to flatten it, right? Image+reflection size != image x2 size
I don't get the right side being in black and the left in maroon.
Lemur's right - it looks like you pulled out a template somewhere and left it. There's no theme or style that would indicate *you* worked on this. If you are asking only for color working that's fine but you are trying to tell us you wrote this all?
Heads up edit: try looking at these web designs and refactor what you are doing.

Do you have this as a website? or only as a picture?

Sony will rip you a new one for using thier PSN logo.
Dont split your navigation unless you have a very real need to.
Try not to use images for your navigation items, text is far supirior.
The colours are not working well for the design.
The pattened background will make text hard to read.
If you are using a graphics package for designing your sites they shouldnt look like they have been designed in frontpage.
Keep at it, you will get there but I would recomend starting fresh with this one.
