A subjective question. Nevertheless, there are what myself and a few others consider The Big 4: CodeIgniter, ZendFramework, Cake and Yii. CodeIgniter, I would say, is the easiest to use of the aforementioned. How do they work? Visit their respective websites and find out yourself. Are they open-source? Of course.

If you're looking for a library, however, then check out Flourish.
