I don't know where the scroll bars have gone when I resize the win

No Scroll Bars

I don't know how to get the scroll bars back or what I did to get rid of them. Can you please help me?

try to change it to TRUE

scrollbar: false, change to scrollbar: true

try adding for the body style
body{
width:100%;
height:100%;
overflow:auto;

I guess the problem is not there on all browsers, is it?

That and the overflow:hidden that you have on there.
