I am seeking some easy-to-use software to set up a photo gallery with thumbnails that may be activated via mouseover and the enlarged picture displayed in a different frame.

Any suggestions ?

Is there any reason you posted this in the flash forum? There are plently of tutorials out there to do it in flash, but something like this could be accomplished in something like javascript with ease. If it just software you are after, google it and you should get plenty of results.
