Today Apple released an official statement, that says:

We have listened to our developers and taken much of their feedback to heart. Based on their input, today we are making some important changes to our iOS Developer Program license in sections 3.3.1, 3.3.2 and 3.3.9 to relax some restrictions we put in place earlier this year.

In particular, we are relaxing all restrictions on the development tools used to create iOS apps, as long as the resulting apps do not download any code. This should give developers the flexibility they want, while preserving the security we need.

Basically, this means that now iOS developers can use pretty much anything they want for development as long as their applications won't download external code to be executed.

Good news for Adobe and Novell (looking at the MonoTouch developers).

What I really want to see is for Apple to open up tools for developing apps using Windows. I am not going to go drop cash on a Mac just to develop an app which then Apple turns around and takes 30% of the revenue for off the top. Or have to go emulate some Mac environment to do it either. It would be advantageous for Apple to allow any platform to develop apps that work on Apple devices.

The thing is - Apple is not the only one of the major mobile platform developers to do this. I'm pretty sure Windows Phone 7 will have a Windows-only toolset (as it's now) - officially supported by Microsoft, at least (I can think that Mono guys might try picking it up). Blackberry is on the same boat. Android, so far, is the only mobile platform that allows cross-platform development.

There are certain corporate advantages in keeping developers tied to a specific hardware & software platform (for development), including easier control over the dev tools as well as additional profit (just like Martyr2 mentioned).

I don't think this is good news for Adobe. If Apple is willing to allow Flash on their mobile devices it's because they know that Flash on mobile is destined to fail. Developers who try to use it will end up switching to HTML5 in order to be competitive.
