Download the J2ME SDK and it comes with an Emulator.

simulator is used to run your mobile application on the desktop itself with the feeling of actual mobile device. It works and looks the same way it looks in actual mobile handset.

Every handset company is providing simulator for it, be it nokia, blackberry,samsung, or brew phones.
You can have j2me,c++ and brew based simulator, search on net you will get it.

Simulator are not meant for developing code.
