If you go to the Snippets section (link on the top menu bar), click the section you want to submit a snippet to. In the top right corner, there should be an "Add a Snippet" button to click.

For the tutorials section go into the appropriate section and open a thread with your tutorial

When you hit submit, it won't be displayed, as it will be set to moderator preview until we approve it.
