How do I make a simple file download on the web?

Hi I am creating a project in visual basic 2008 and needed some guidance on the project
So if you can direct me in the right place I would be much appreciated as it is the first time I have ever attempted to do this so do not know any codes.

I want to make a simple file downloader that downloads files off the internet partially executables from cnet downloads.com.

What I am after is when I click on a hyperlink label it downloads the file or comes up with the Dialog box to download the file off the internet all of which will be executable files if this can be done or anyone can help me with this project I would be very appreciative.

I have created a tutorial Check and download updates from web there is a way for downloading file from web.
