Though the command line, or using a GUI?

command line or programatically:

If by GUI, can you specify the interface?

I'm not sure about SQL, but in MySQL you can use phpMyadmin, or command line, or script written in Perl/PHP ... your choice :)
In PHP it wil be something like
<?php
mysql_connect("<host>", "<user>", "<password>");
mysql_select_db("your_db");
mysql_query("CREATE TABLE 
name1 data_type1
name2 data_type2");
?>
