Hmm, ctrl + up + j (in chrome) did not work for me.
Is the Error council something I have to install?

No, you don't have to install it yourself. It's standard with the browser.
Did you not attempt the second suggestion for Chrome, via the menu?

Anyways, the ⇧ there represents shift, not up. It's: CTRL + SHIFT + J. Chrome users can also use F12 now, by the way.

Ctrl + SHIFT + j works

since when is SHIFT represented by the up arrow? That's all like VT220 kind of methods.

always? btw. don’t confuse the arrows. there is ↑ (U+2191) and there is ⇧ (U+21E7) (among others).

In Chrome

You can press F12 and your web inspector should pop up. Then on the top of that panel, you will see a section called console. Click that section header and you will see any errors on the page. You may need to refresh the page once you have the console open by pressing F5.
