Application Question

Hi everyone im trying to build a application in C# for my site. It sounds a little weird but i dont know how to explain it any better then this.

I would like to build an application that when started just displays a specific webpage and nothing else it would load the page on start up.

Would this be sort of like an HTML <iframe> tag but only in C#? Sorry im very new to this language and know little of it. If you need more info please let me know im completely lost

Consider reading this tutorial, as well as searching the tutorials section in general.
