If your looking for free alternative to Textmate you can try Redcar. It's jruby based, it's still in rapid development, it supports Textmate bundles and themes and it's easy to extemd. Otherwise Netbeans or Aptana Studio.

For example, I had to ask online if there was a way to capture user input as a number instead of a string.

So I had to wait until someone responded my question, and then continue coding and learning. Which is bullshit! :\
I've dumped RadRails entirely and am using the 30 day trial of Rubymine for linux. It has much faster code completion, but still a bit lacking. It doesn't tell me what the method does. Now, that may be a Ruby standard, I'm not sure.
I'm certainly feeling the lack of an 'msdn' for Ruby and intellisense.

Slight update on that, and not sure how active it'll be, but the people working on the JRuby project are looking to take up the ruby plugin for NetBeans... see this thread.
