Do Nuclear power plants have kill switches? That would certainly solve that problem

Not necessarily. Nuclear power plants don't get national alerts before the president does. In addition to that, who is to say that the power plants will all be able to cut everything off from the Internet in time? The idea is that:
1. President gets word of cyber attack that could take down critical infrastructure.
2. President says, "Kill it!"
3. All power grids and anything critical is cut off from the Internet.
4. Power grids and critical infrastructure continue functioning, just with restricted access.
5. ???
6. Profit!
