Access WEBCAM using C\C++ and take an image

Hi , I am working on a assignment. I need to make a software(code) that my laptops/PC webcam takes image whenever there's a change and upload the image through internet any place. For that i need to access the cam first. and then take an image.
I have done some search but i am confused where to start. I need some help. Just some suggestions any API or header files which do the job.
What should i read and where should i start.
FIRST of all i need to know that weather its different for windows and LINUX to access the cam.

it's definitely different between windows and Linux, i believe that Snoopy recently wrote a tutorial on doing this with windows. you will be using your target OS's API functions to handle it, i believe that you should look into raw input for windows.
