Best way to auto-populate a list and or a listbox from a SQL db

Hey everyone!

I don't have any code for this yet and I'm not really looking for any...I'm just trying to wrap my head around the way it works.

I want to create a list on the left hand side of a website. At the top it's going to have a dropdown list then under that it's going to have a list of links that are pulled from the same DB. I think I want to use PHP and CSS to position the links but I'm not quite sure how to get my query results to auto-populate on my page. I understand writing the query and getting the results but how do I tell the page to display them without having to hardcode the forms? I think I'm close on this but I want to make sure that I'm close on the right idea.

A little bit of Javascript could probably help. :)
