I think after a certain amount of negative rep that a member receives, they're account should be limited. Giving them only certain privileges.

For example...

Can do:

• Post
  
• PM (Lower conversation allocations)
  
• Comment on blogs
  
• Post to blogs

Cannot:

• Give rep
  
• Upload attachments
  
• Have a signature/avatar

And so on.
