I was wondering why I can't down vote a topic that was posted in computer support?

You can only up rep the original post. That's why the button is labeled "Is this a good topic". You can only down rep answers because the purpose of the rep system is to down vote wrong answers.

In a lot of the major programming and web dev forums, News and Article subforums have been added so people can simply share links and interesting articles they find. Moreso for those without a lot of discussion accompanying them. Perhaps it's time for Computer Support to get one as well. I'll bring this up with the team.
