Well, first of all, welcome to the world of web development. To note a few resources that show differences:
http://enewsz.com/20...ple-comparison/
http://www.branica.c...vs-asp-net.html
http://blog.eukhost..../php-vs-aspnet/

I hope those answered some of your questions.

Well, there's minimal doubt the PHP is better suited towards "quick programming." However, the same doesn't always apply to business needs. It depends on your employer, and if they have a Microsoft license. If they do, they're (more than likely) going to want you to program in ASP.NET because they pay for it. If they don't have it, your best bet is PHP, as you're (likely) not going to convince them to buy a license to use ASP.NET for their website. My opinion: Best bet is PHP - it's easier to learn for the new programmer, and more businesses use it because it's free.

Operating System? Yes.

I hope this all helped!

er, no. as far as I know, ASP.NET exclusively runs on Windows, respectively IIS (= Microsoft server).

There is mod_mono, so it's usable on Linux and Macs with the Apache server. So ASP.NET isn't exclusive to IIS or Windows even.
